SAILING INSTRUCTIONS (SI)
June 5, 2006


1. RULES
The regatta will be governed by the rules as defined in the 2005-2008 Racing Rules of Sailing (RRS), the Notice of Race dated 10-31-05, the Catalina 22 One design Class Rules, and these Sailing Instructions.


2. NOTICES TO COMPETITORS
Notices to competitors will be posted on the official notice board located at the GCYC Headquarters. Any changes in the SI or NOR will be posted before 0900 hours on the day it will take effect.


3. ELIGIBILITY AND ENTRY
Competitors may enter by delivering a completed entry form and paying the entry fee stated in the NOR. Entries are limited to skippers/helmsmen and immediate family members who are owners of Catalina 22 yachts and who are members of the Catalina 22 National Association prior to April 19th, 2006.


4. BOW NUMBERS
Each yacht shall display the bow numbers assigned and provided at registration at the Gold Country Yacht Club (GCYC) Headquarters. Numbers shall be displayed on the bow below the yachts registration numbers, be a minimum of 10 inches high and are subject to approval by the Race Committee (RC).

5. EQUIPMENT AND MEASUREMENT CHECKS
Each boat shall produce a valid measurement certificate. The Catalina 22 NSA Chief Measurer or his designee shall measure all sails prior to the close of registration. A boat or equipment may be inspected at any time for compliance with the most current class rules and sailing instructions.


6. SIGNALS MADE ASHORE
Signals made ashore will be displayed from the flagpole located at the GCYC Headquarters. If a postponement is signaled ashore, the warning signal will be made not less than thirty minutes (30 min.) after AP is lowered.

7. SCHEDULE OF RACES
For the first race each day, classes will start at 1100 in the following order: Gold, Silver. Subsequent races each day will be held as soon as possible after the end of the previous race. The Spinnaker Fleet will race after the Gold and Silver Fleet finish racing for each day.

8. CHECK IN AND WITHDRAWING
Before the warning signal for the first race each day, each yacht shall sail by the GCYC RC Barge on starboard tack, hail her assigned bow number, and get a response from the RC. Any yacht that retires from a race shall notify the RC as soon as possible, if not on the water, as soon as reaching shore. With the exception of RRS 62 Redress, yachts failing to check in properly before the first race each day will be scored a 20% penalty for each race sailed that day. With the exception of RRS 62 Redress, yachts failing to notify the RC of retirement during a race will be scored a score not greater than DSQ.

9. CLASS FLAGS
The class flag for the Gold Fleet is gold with a C22 emblem, for the Silver Fleet it is silver with a C22 emblem and for the Spinnaker Fleet it is a solid green flag.

10. RACING AREA
The racing area will be Scotts Flat Lake as described on Exhibit "A".

11. AREAS THAT ARE RESTRICTED
The following are designated as Restricted Areas: (a) the floating buoy line and the area behind it in front of the dam. (b) The floating buoy line at swim areas and the area behind it where marked by lake management. (c) The marina area inside the outer most buoy ball line with moored yachts. The penalty for entering a restricted area during racing will be DSQ

12. COURSE
The course will be windward/leeward, with a windward offset mark rounded to port and leeward gate. The course letter will be designated on a wooden board hanging from the GCYC RC Barge. A number following the course letter will indicate the number of complete laps around the course. Additional courses ma be added to the SI and will be posted on the competitor's bulletin board at ht e GCYC Headquarters no later than 0900 on the day they are to take effect.

13. MARKS
All marks will be large yellow inflatable balls, with the offset mark being a smaller yellow inflatable tetrahedron. If the course is shortened, the new finishing line will be represented by an orange flag on the RC boat with flag "S" and the nearest mark located to the port of the RC boat. Exhibit "A" shows the course, course designations, the marks in order and the rounding direction of each mark.

14. STARTING SYSTEM
RRS 26 will be used for starting all races. A boat starting later than five minutes after her starting signal will be scored Did Not Start. This changes rule A4. The warning signal for each succeeding class shall be made one (1) minute after the starting signal of the preceding class. For the second race of the day, multiple horn or whistle signals will be sounded 1 minute before a start sequence. This modifies RRS 26. Boats whose warning signal has not been made shall avoid the starting area.

15. STARTING AND FINISHING LINES
The starting and finishing lines will be between an orange flag and pole on the stern of the GCYC RC Barge and an orange flag and pole on a buoy set off the port side of the GCYC RC Barge near the center of the course. The start/finish line is restricted during a race. After the start, a yacht may only cross the start/finish line to finish the race. This changes RRS 28.1 The penalty will be DSQ.

16. TIME LIMIT
The time limit for the first yacht to finish will be one and one-half (1 ½) hours. Yachts not finishing thirty (30) minutes after the first yacht to finish will be scored DNF. This changes RRS 35 and A5.


17. PROTESTS
A protesting yacht shall notify the RC of its intent to protest at the conclusion of the race in which the incident occurred unless unable to do so because of damage. This modifies RRS 61. Protests shall be delivered to the official notice board located at the GCYC Headquarters, within forty-five (45) minutes after the GCYC RC Barge docks and sounds one long signal. The protest time limit and a list of protests received will be posted on the official notice board at the GCYC Headquarters. Hearings will be held as soon as possible after racing each day at the GCYC Headquarters.

18. SCORING
The Low Point System of Appendix A of the racing rules will apply. No score will be excluded. Seven races are scheduled. Four races constitute a series.


19. TROPHIES
Trophies will be awarded to classes that have five or more registered yachts. The Betty Gay Clements perpetual trophy will be awarded to the highest placing woman skipper in accordance with its deed.
