MISSION: The mission of the Adult and Family Services department is to administer public assistance and public social services programs to assure that all eligible and needy persons receive their correct entitlement in a timely and humane fashion, impartially and efficiently, in accordance with regulations and within applicable funding levels; to service the public in a courteous, non-discriminatory manner; and to maintain a pleasant, safe, harmonious workplace.

Services

ADULT PROTECTIVE SERVICES

Provides a support system to elderly and dependent adults who may be subjected to neglect,

physical abuse or exploitation or who are unable to protect their own interests. Investigates

and intervenes on reported cases of abuse. Provides preventative and remedial activities on

behalf of adults who are: unable to protect their own interests; are harmed or threatened with

harm or are caused physical or mental injury due to the action or inaction of another person;

are lacking adequate food, shelter or clothing; are exploited for their income or resources or

are deprived of entitlement due them.

CALWORKS EMPLOYMENT SERVICES PROGRAM

Employment and training programs for CalWORKs job seekers are available at the Workforce

Connection One Stop career Center. Services include: Employment preparation (assistance

with resumes and applications, cover letters and interview skills, typing and computers

tutorials, typing certificates, fax, phones and copier usage), Job search techniques ("hidden job

market" exploration), job opportunities (local, regional, state and federal listings), vocational

and career assessments (interest, skills and abilities testing), resource library and labor

market information (unemployment and disability insurance), fidelity bond coverage and

employer tax credit information.

IN-HOME SUPPORTIVE SERVICES

Provides housekeeping, meal preparation, and personal care for low-income frail elderly and

disabled persons who need help to remain in their homes and avoid placement in a nursing

home or related institution. Care providers are hired by the recipient directly (this may include

family members and friends) or provided through a contract with a home health agency. Social

workers assess the kinds of services needed and the number of hours that services can be provided.

SENIOR HEALTH AND OUTREACH NURSES

Provides in-home assessments to review clients' health, psychological, social and

environmental needs, including a medical history and physical exam. Provides referrals to

other community services. Reviews medications. Provides follow-up visits and telephone calls,

as needed. Services are provided by registered nurses.

No Fee for Service. Funding is provided by Nevada County and Area 4 Agency on Aging.

and honey standardization. Regulates, registers and inspects pest control operators. Issues

Growers' Market Certificate, Organic Registrations and Restricted Material Permits for

Pesticide Use. Assists with recommendations to control pests. Weights and Measures tests for

accuracy and certifies all weighing and measuring devices used commercially within the

County. Tests consumer products for proper quantity and proper labeling. Tests petroleum

products (gasoline, diesel, brake fluid, automatic transmission fluid, motor oil, and gear oil) for

quality. Investigates consumer complaints on weighing and measuring devices, consumer

products, and petroleum products. Predatory Animal Control is responsible for the control of

wild predatory animals relating to livestock, crops and property damages. The Nevada County

Department of Agriculture is responsible for enforcement of rules and regulations of the

California Food and Agriculture Code and the Business and Professions Code pertaining to

agricultural functions and weights and measures. This department also administers the Fish

and Wildlife Commission and the Agricultural Advisory Commission.

SERVICES: At the Eric Rood Center

MENTAL HEALTH DIVISION

Provides crisis and routine evaluation, treatment, referral and authorization of services for

persons meeting criteria specified by several funding sources. Programs cover a continuum of

care from acute inpatient to routine outpatient care and includes long term institutional care,

residential services, day treatment, care management and vocational services. Acute and long

term in-patient services are all provided by contracted entities located outside of Nevada

County.

MOTHERS IN RECOVERY PROGRAM

Provides intensive outpatient services for mothers who are recovering from drug or alcohol

abuse. On-site child care is provided, as well as transportation to and from the program.

LOVETT RECOVERY CENTER

A 90 day social model recovery center for resident who abuse alcohol and/or drugs. Provides

counseling and support groups.

ALCOHOL AND OTHER DRUG SERVICES DIVISION

Seeks to reduce alcohol and drug related problems by both prevention and treatment

strategies. prevention is focused on youth and delivered through educational and support

models. treatment is available for all age groups. The treatment programs are non-medical,

social model in nature.

CHILD PROTECTIVE SERVICES

Child Protective Services operates under state and federal mandates to respond to child abuse

and neglect. Reports may be made at any time (24 hours a day, 7 days a week). All referrals

are promptly investigated. Most result in referrals to agencies, that provide services to assist

the family to improve its functioning and stay together. A minority of referrals result in

removal of children, for their protection. When the concern is serious, the Juvenile Court is

brought into the process to direct the Child Protective Service. If the child remains in the

home, the Court may order “Family Maintenance,” to provide supervised support to the

family. If the child is removed, the program develops and monitors a “Family Reunification

Plan,” to create the conditions necessary for safe return home. Most families are successfully

reunified. In a small number of situations, reunification is not feasible and the Court orders a

“Permanent Plan,” through which new guardians or adoptive parents are found for the child.

Any person may make a report. Certain professionals, including, doctors, therapists, teachers

and others are mandated to report abuse and neglect observed in the course of their work.

DUAL DIAGNOSIS UNITED

Support group for people who have or have had both mental health and substance abuse

problems.

CARING HEARTS PEER COUNSELING

A support group in a confidential setting for adults dealing with physical and emotional issues

that are effecting their mental health and/or quality of life. Provides for mutual understanding

between peers; improvement of coping and problem solving skills, self esteem, self-care and

emotional management skills; developing social connections and referrals to community

resources.

Provides a support group for individuals, family members and friends affected by hepatitis of

all types. Speakers and nutritionists take part in the program.

COURT APPOINTED SPECIAL ADVOCATES (CASA)

Court Appointed Special Advocates (CASA) volunteers act as the eyes and ears of the court on

behalf of children removed from abusive or negligent situations, advocating for safe permanent

homes for these children. Family Court CASA volunteers work with families in high conflict

divorce cases, helping them to focus on the needs of the child and to ease the confusing and

often hurtful process of divorce for the children involved. Also provides a Health and Education

Passport for CASA clients, which helps foster kids preserve their medical and school histories,

together with personal papers and keepsakes.

CALIFORNIA CHILDREN'S SERVICES

Diagnostic evaluations for children under 21 years of age suspected of having one of the CCS

eligible medical conditions and who may be eligible for free diagnostic services. Services

include: Treatment services for the handicapping condition, including medical and surgical

care, pharmaceuticals, physical and occupational therapy, laboratory tests, X-rays, appliances,

equipment, and other needed services; Physical and occupational therapy is provided in

medical therapy units located in public schools to children with physical handicaps who have

medical need for these treatment services. (These CCS services do not require financial

eligibility); Medical case management is provided by the CCS Program, including referrals to

Medi-Cal specialists and centers; follow-up with schools, public health/school nurses, social

workers and other agencies; transferring medical records; locating new facilities and services

when families move; and assisting the family to cope with the child’s condition.

MISSION: The Mission of the Nevada County Council on Alcoholism, known as Nevada County

Substance Abuse Treatment and Recovery, is to reduce the social, health and financial impact on the community from alcohol and other drug use. This Mission is accomplished by providing community-wide awareness, prevention, education-outreach, early recovery programs, state licensed treatment and DUI programs, and counseling services responding to those in crisis and to those who have the need for guidance, information and referral. Services are provided to individuals and families of all ethnic, cultural, social and economic populations of Nevada County from Youth to Senior Citizens. NCSA's staff is comprised of addictions certified and degreed individuals.

FIX-IT PROGRAM

Repairs small home problems related to health and safety, such as leaky faucets and faulty

electrical switches. Makes minor modifications which make it possible for clients to stay at

home, such as grab bars and modified electrical switches, levers to replace faucet handles,

rotten porch steps and , in some cases, ramps. These services are provided by volunteers.

Makes recommendations and provides assistance on ramp construction and financial

assistance in some low-income cases. Maintains a list of local handypersons who charge

relatively reasonable rates and have had some screening.

Provides financial assistance to eligible households to offset the costs of heating and/or cooling

Provides free weatherization services to improve the energy efficiency of homes, including attic

insulation, weatherstripping, minor housing repairs, and related energy conservation measures.

Services include new low and moderate income housing developments, a first time homebuyers

program, housing rehabilitation loans, low income community services grants, economic

development support, and referrals to agencies the provide needed services.

SECTION 8 RENTAL HOUSING ASSISTANCE VOUCHER PROGRAM

Section 8 is a federal housing program for low-income people, funded by HUD and

administered in Nevada County by the Department of Housing and Community Services. This

application process will place the applicant on a wait list, which is the tool used to assign and

issue vouchers that become available for the program.

people who are unable to pay the entire spay/neuter bill, the PALs for Seniors program that

helps with transportation to vets, food, and other assistance that seniors may need for their

pets, the Woof Over My Head program provides dog and cat houses to those in need, PALs

Meals on Wheels provides pet food to seniors, disabled, or others in need, the humane

education program that sends volunteers into the schools to educate about the pet

overpopulation problem and the importance of being a responsible pet owner, media coverage

that gives exposure to PAL animals as well as shelter animals who need homes. Long-term

goals include setting up a sanctuary for pets who need homes and another one for elderly

animals or leukemia/AIDS positive cats who would otherwise not be adopted.

An adoption fee is requested when animals are placed.

The Juvenile Division is the primary receiver for all juveniles referred by the various law

enforcement agencies, schools, and parents for delinquent or beyond control behavior. The

majority are handled without court involvement via counseling, referral, and utilization of

informal supervision. This division also prepares reports for the juveniles that are internally

place on six months informal supervision. This division also supervises the Juvenile Work

Program. Step parent adoption and underage marriage requests are also handled by the

Juvenile Division.

ADULT DIVISION

Responsible for supervising adult probationers for the Superior and Municipal Courts and

preparing pre-sentence investigations, pre-plea reports and diversion reports. This unit tests

selected probationers and searches the defendant's residences to determine criminality and

detection of violations of court conditions. This Division also supervises the Work Release

Program.

JUVENILE HALL

A secure detention facility for juvenile offenders booked by law enforcement for law violations

and those sentenced by the Courts. The law prohibits booking status offenders such as

runaways in Juvenile Hall. The program incorporates a full-tim school program operated by the

Nevada Joint Union High School District.

VICTIM/WITNESS ASSISTANCE

Provides a variety of services to victims and witnesses of crime in an effort to "reduce the

trauma and insensitive treatment that victims and witnesses may experience in the wake of

crime." Services include, but are not limited to, crisis intervention, emergency assistance,

resource and referral assistance, direct counseling (paraprofessional), assistance with

processing Victim Of Crime claims, assistance with property return, orientation to the criminal

justice system, court escort/support, presentations & training to law enforcement agencies,

public presentations & publicity, providing information on a case's status, notification of a

victim's family, friends, and employer, and assistance with victim restitution claims.

Additionally, other services include employer & creditor intervention, assistance with child

care during court proceedings, providing case information to witnesses, assisting with funeral

arrangements, providing crime prevention and witness protection information, assisting with

emergency or temporary restraining orders, transportation to court, providing a waiting room

area during court proceedings, assisting with victim impact statements, and assisting inmate

release notifications. The Center also coordinates the County's Sexual Assault Response

Team for victims of sexual assault and child sexual abuse. Victims of violent crimes or their

survivors may qualify for financial compensation for unreimbursed losses resulting from a

crime through the State Board of Control's Victim of Crime Program (VOC). Victims must not

have contributed to the crime and must cooperate with the investigation and prosecution of the

case.

FRIENDLY VISITOR PROGRAM

Matches volunteer visitors with homebound, isolated seniors and disabled to provide

socialization and community contact and to prevent premature institutionalization. The

Telephone Reassurance Program also matches volunteers with frail or isolated seniors to

maintain regular contact with the senior by phone.

hardships and are unable to pay for their energy needs.

Senior Center of Grass Valley provides recreation, education, and exercise classes. Also

support groups meet at the Senior Center. There are travel trips arranged periodically. The

Nutrition Department provides congregate meals.

Suggested donation for lunch is $2.50 for 60 and over, $4 for those under 60. Membership

dues and some fees for other clases and activities.

HIGH NOON NUTRITION PROGRAM

High Noon Senior Nutrition promotes better health and improved nutrition in the senior

population and reduces the isolation of the elderly, providing a link to other social and

rehabilitative services as needed. Provides congregate meals at Gold Country Community

Center (formerly Senior Center). Wednesdays are enhanced with entertainment. The Home

Delivered Meals Program provides meals for homebound seniors, age 60 and older. Delivery

drivers are trained to be observant of the mental and physical conditions of the recipients and

to report conditions that warrant attention.

Promotes better health in the senior population through improved nutrition and reduces the

isolation of the elderly, providing a link to other social and rehabilitative services.

Suggested donation for congregate lunches is $2.50 for seniors and $5.00 for those under 60.

Suggested donation for home delivered meals is $2.75. For residents in the Lake of the Pines

and Lake Wildwood areas, $3.00. For those 59 years of age and younger, $5.00.

to birth parents or to be adopted, rather than stay in foster care indefinitely.

Offers a adoptive family resource center that provides staff therapists to offer specilaized

adoption and post adoption therapy and support to any adopted children and their families.

caregiver.

Many services can be paid for by Medicare, Medi-Cal, VA, Champus, private insurance, or

client fees. Agency will assist in determining insurance coverage.
